The plaintiffs plan to use this asset to fulfill outstanding judgments related to North Korea's terrorism, kidnapping, and other cases over the years. The court views Arbitrum DAO as a liable "partnership organization" and points out that its Security Council has emergency action capabilities, indicating that members who refuse to cooperate may face legal repercussions such as contempt of court. Market participants note that this case could become an important example of the U.S. judicial system directly regulating DAO governance and also highlights the compliance pressures faced by DeFi protocols.
